Poland-Slovakia construction of the gas pipeline
Basic parameters and description of the project:
  • high pressure gas pipeline,
  • diameter: 1000 mm,
  • operating pressure: 8.4 MPa,
  • length: 61.3 km on the Polish side and 106 km on the Slovak side.
The parties to the project were GAZ-SYSTEM S.A. and Eustream a.s., the Polish and Slovak transmission system operators.

The project scope includes the PL-SK pipeline section on the Polish side (from Strachocina to the Polish border) together with the Gas Node Strachocina.

Status of the investment on the Polish side:
  • gas pipeline under construction,
  • engineering phase was completed in June 2018 and concluded with obtaining a building permit decision,
  • project completion scheduled for 2022.

Route and location of the project on the Polish side:
The gas pipeline is located in the Podkarpacie Voivodeship. Its route will cross the municipalities of: Sanok, Bukowsko and Komańcza.

Benefits

The construction of the gas interconnection between Poland and Slovakia is an important component of the region-wide concept to develop the North-South Gas Corridor and play a crucial role in:
  • improving the capability to meet the gas demand of domestic consumers by establishing a new transport route and a new gas source, securing gas supplies in crisis situations and in view of reduced supply from Ukraine,
  • bringing gas to the south-eastern part of Poland with extensive transmission system and storage infrastructure,
  • enabling gas exports from Poland based on the volumes supplied from the LNG Terminal in Świnoujście and, in the future, of gas produced from unconventional sources.
Local communities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM at the rate of 2% of the value of the transmission infrastructure to be located in the territory of each municipality. This amount will be a regular contribution to the local budget which may be spent on community needs.

Co-financing by the European Union

The investment has received funding from the European Union under the Connecting Europe Facility (CEF) programme.

The maximum amount of co-financing under the agreement slightly exceeded 33 million Euro.

Project of Common Interest (PCI)

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

Administrative decisions

Environmental consultations
On 26 August 2016, the Regional Director for Environmental Protection in Rzeszów announced the initiation of proceedings to issue a decision on environmental conditions for a project titled: “The construction of a gas interconnection between the transmission systems of the Republic of Poland and the Slovak Republic together with the infrastructure necessary for its operation – gas pipeline from Strachocina to the PL Border”.

Environmental decision
On 28 April 2017, the Regional Director of Environmental Protection in Rzeszów issued Decision on environmental conditions for the execution project titled: “The construction of a gas interconnection between the transmission systems of the Republic of Poland and the Slovak Republic together with the infrastructure necessary for its operation – gas pipeline from Strachocina to the PL Border”.

Decision on location
On 10 October 2017, the Podkarpacie Voivode issued a decision on the location for the gas pipeline connecting the transmission systems of the Republic of Poland and the Slovak Republic.

Building permit decision
On 28 June 2018, the Podkarpacie Voivode issued a building permit decision for the Polish section of the interconnection between the transmission systems of the Republic of Poland and of the Slovak Republic

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
