Gas Transmission System Operator GAZ-SYSTEM S.A. has obtained funding from the European Funds for Infrastructure Climate, Environment 2021-2027 programme for the project 'Construction of the Oświecim-Tworzeń gas pipeline'
Project description and parameters:
The beneficiaries of the project will be the current and potential consumers of natural gas from the Małopolskie and Śląskie provinces. The project will enable the launch of natural gas transmission to the steam-gas blocks at the Synthos Dwory plant in Oświęcim.
The project objective involves building the transmission infrastructure necessary to ensure increased and stable natural gas supply, as well as to create conditions for the connection of power companies of energy sector and industrial plants to the transmission network.
The project will result in increased availability of gaseous fuels and consequently improved air quality and mitigation of environmental impact by reducing CO2 emissions.

Project route and location:
The gas pipeline will be located in Małopolskie and Śląskie provinces. The route of the gas pipeline will cross the municipalities of: Sławków, Bukowno, Jaworzno, Chrzanów, Libiąż, Chełmek and Oświęcim.
Project description and parameters:
- Construction of a high-pressure gas pipeline:
- Diameter: 700 mm
- Operating Pressure: 8.4 MPa,
- Length: approx. 44 km,
- Construction of a system pressure reduction and metering station in Oświęcim,
- Construction of a system of pig launchers/receivers in Sławków,
- Construction of line valve stations on the gas pipeline in: Jaworzno Ciężkowice, Balin, Libiąż Wielki, Bobrek.

Project status:
- final stage of pipeline construction,
- design engineering was completed in March 2022 with a package of construction permits obtained,
- the investment project is scheduled to be completed in November 2024.
Project route and location:
The gas pipeline will be located in Małopolskie and Śląskie provinces. The route of the gas pipeline will cross the municipalities of: Sławków, Bukowno, Jaworzno, Chrzanów, Libiąż, Chełmek and Oświęcim.
The Oświęcim - Tworzeń gas pipeline is the next stage of the planned Skoczów - Komorowice - Oświęcim - Tworzeń line which, together with system facility in Oświęcim, will form a crucial element of the transmission system ensuring gas transport for customers in the Silesian and Lesser Poland Voivodeships.
The completion of the project and its coupling with the PL-CZ Interconnection commissioned in 2011, will increase the diversification of gas supply sources and integration with the European energy market.
Local communities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM at the rate of 2% of the value of the gas pipeline to be located in the territory of the municipality.
The completion of the project and its coupling with the PL-CZ Interconnection commissioned in 2011, will increase the diversification of gas supply sources and integration with the European energy market.

The project is implemented on the basis of the provisions of the Act of 24 April 2009 on investments in regasification terminal for liquefied natural gas in Świnoujście (for consolidated text see Journal of Laws of 2021, item 1836).

On 18 June 2021, the Regional Director for Environmental Protection in Katowice issued Decision No. WOOŚ.4210.16.2013.AM.48 on environmental conditions for the project named: "Construction of the high-pressure gas pipeline DN700 MOP 8.4MPa between Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Metering Station Oświęcim within the framework of the project named “Construction of the gas pipeline Skoczów-Komorowice-Oświęcim-Tworzeń together with the infrastructure necessary for its operation in Małopolskie and Śląskie Voivodeships””.

Stage II high-pressure gas pipeline DN700 MOP 8.4MPa, Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Metering Station Oświęcim.”

On 1 December 2021, the Małopolska Voivode issued decision no. WI-IV.747.1.24.2021 establishing the location of the project named: “Construction of Skoczów-Komorowice-Oświęcim-Tworzeń gas pipeline together with the necessary infrastructure for its operation in the territory of the Małopolskie and Śląskie Voivodeships. Stage II high-pressure gas pipeline DN700 MOP 8.4MPa, Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Metering Station Oświęcim.”

On 12 January, 2022, the Silesian Voivode issued decision no. 2/22 granting a building permit for the project named: “Construction of Skoczów-Komorowice-Oświęcim-Tworzeń gas pipeline together with the necessary infrastructure for its operation in the territory of the Małopolskie and Śląskie Voivodeships. Stage II high-pressure gas pipeline DN700 MOP 8.4MPa, Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Measurement Station Oświęcim.”

On 7 March, 2022, the Małopolska Voivode issued decision no. 14/B/2022, sign WI-II.7840.1.81.2021.AS, granting a building permit for the project named: “Construction of Skoczów-Komorowice-Oświęcim-Tworzeń gas pipeline together with the necessary infrastructure for its operation in the territory of the Małopolskie and Śląskie Voivodeships. Stage II high-pressure gas pipeline DN700 MOP 8.4MPa, Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Metering Station Oświęcim.”
On 18 June 2021, the Regional Director for Environmental Protection in Katowice issued Decision No. WOOŚ.4210.16.2013.AM.48 on environmental conditions for the project named: "Construction of the high-pressure gas pipeline DN700 MOP 8.4MPa between Oświęcim-Tworzeń (city of Sławków) together with the Pressure Reduction and Metering Station Oświęcim within the framework of the project named “Construction of the gas pipeline Skoczów-Komorowice-Oświęcim-Tworzeń together with the infrastructure necessary for its operation in Małopolskie and Śląskie Voivodeships””.

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.
The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
