Leśniewice – Rawa Mazowiecka (stage II Gustorzyn - Wronów)

The aim of the project was to build a high pressure gas pipeline from Gustorzyn to Leśniewice, which will enable the transmission of increased volumes of gas to Warsaw and Łódź agglomerations, Radom and its surroundings, and to the south-eastern regions of the country. The planned investment has also have an impact on the development of local infrastructure.

An important benefit for the local community is the property tax paid annually by GAZ-SYSTEM in the amount of up to 2% of the value of the transmission infrastructure under construction located in the territory of a given municipality. This amount is regular contribution to the local budget which may be spent on community needs.

The project was implemented on the basis of the provisions of the Act of 24 April 2009 on investments in regasification terminal for liquefied natural gas in Świnoujście (for consolidated text see Journal of Laws of 2021, item 1836).

The construction of the gas pipeline received funding under Measure 11.2 Support for smart gas infrastructure for energy transition under Priority Axis XI of REACT-EU OPI&E 2014-2020.
 

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

While implementing its investment projects GAZ-SYSTEM S.A. respects the rights of all interested stakeholders. Public consultations were organised in connection with the implementation of the project. The consultation events held to date and their schedule are presented below.

• Decision establishing the location of the investment project associated the LNG terminal project No. 80/SPEC/2020 issued by the Mazowiecki Voivode on 21 July 2020.
• Decision establishing the location of the investment project No. 2/2020 issued by the Łódzki Voivode on 21 July 2020.
• Decision establishing the location of the investment project No. 4/2020 issued by the Łódzki Voivode on 21 September 2020.

Building permit:

• Building permit No. 523/SAAB/2021 for an investment project associated with the LNG terminal project, dated 4 August 2021 issued by the Mazowiecki Voivode
• Building permit No. 77/21 for an investment project associated with the LNG terminal project, dated 4 June 2021 issued by the Łódzki Voivode
• Building permit No. 98/21 for an investment project associated with the LNG terminal project, dated 1 July 2021 issued by the Łódzki Voivode

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
