Pogórska Wola – Tworzeń

The Pogórska Wola-Tworzeń high-pressure gas pipeline improve Poland's energy security through better distribution of gas flows and shortening the gas transport route. It is also form an important part of the North-South Gas Corridor.

The implementation of the investment project make it possible to:

• increase the transmission system capacity,
• enhance the attractiveness of land for new investment,
• strengthen the security of gas transportation in the region.

Local communities gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM at the rate of 2% of the value of the transmission infrastructure to be located in the territory of each municipality. This amount will be a regular contribution to the local budget which may be spent on community needs.

The project was implemented on the basis of the provisions of the Act of 24 April 2009 on investments in regasification terminal for liquefied natural gas in Świnoujście (for consolidated text see Journal of Laws of 2021, item 1836).

The project has been granted funding from the European Union under the Infrastructure and Environment Operational Programme 2014-2020.

The amount of funding was PLN 616,608,593.21.

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

Environmental consultations
The Regional Director for Environmental Protection in Kraków announced the commencement of proceedings for the issuance of a decision on environmental conditions in respect of a project consisting in “The construction of a high pressure gas pipeline DN 1000, MOP 8,4 MPa from the Pogórska Wola compressor station to the Tworzeń network point within the scope of the construction of the Hermanowice - Strachocina - Pogórska Wola - Tworzeń - Twaróg - Odolanów gas pipeline, together with the infrastructure necessary for its operation in the Podkarpacie, Świętokrzyskie, Lesser Poland, Silesian, Opole and Greater Poland Voivodeships”.

Environmental decision
On 28 December 2016, the Regional Director for Environmental Protection in Kraków issued Decision on environmental conditions for the investment consisting in the construction of a high-pressure gas pipeline DN 1000, MOP 8.4 MPa from the Pogórska Wola compressor station to the Tworzeń network point, within the scope of the construction of the Hermanowice - Strachocina - Pogórska Wola - Tworzeń - Twaróg - Odolanów gas pipeline, together with the infrastructure necessary for its operation in the Podkarpacie, Świętokrzyskie, Lesser Poland, Silesian, Opole and Greater Poland Voivodeships (decision ref. no. OO.4210.11.2016.JS)

Decision on location
In respect of the Pogórska Wola - Tworzeń gas pipeline, the Świętokrzyskie Voivode (22.02.2017), the Silesian Voivode (13.03.2017) and the Lesser Poland Voivode (21.03.2017) issued decisions on the location.

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
