Gas pipeline construction
Basic parameters and description of the project:
  • high pressure gas pipeline,
  • diameter: 1000 mm,
  • operating pressure: 8.4 MPa,
  • length: approx. 128 km.
The construction of the Gardeja - Kolnik gas pipeline is directly connected with the implementation of the FSRU (Floating Storage Regasification Unit) Project which involves the development of a floating LNG terminal in the vicinity of Gdańsk to receive the liquefied natural gas delivered by sea.
 
The gas pipeline is part of the Gustorzyn - Wicko project, which is divided into two sections: Gardeja – Kolnik and Gustorzyn – Gardeja.

Project status:
  • Bidding procedures have been announced for the selection of contractors: construction works and investor supervision;
  • Planned start date of preparatory and construction works Q1 2025;
  • Planned completion date for construction work 2026.  In late 2024/2025, after the selection of contractors and before the start of construction works, it is planned to organize informational meetings with the owners of the properties included in the investment and with residents. Details of the meetings will be published on the project website under the "Announcements" tab, through the Newsletter service and in the "Investment Guide" brochure. Project route and location:
The planned gas pipeline route is to run through the following municipalities of the Kuyavian-Pomeranian Voivodeship: Brześć Kujawski, Lubanie, Waganiec, Raciążek, Ciechocinek, Aleksandrów Kujawski, Wielka Nieszawka, Lubicz, Łysomice, Chełmża, Lisewo, Płużnica, Radzyń Chełmiński, Grudziądz, Gruta, Rogóźno, the City of Toruń, and through the municipality of Gardeja in the Pomeranian Voivodeship.

Benefits

The new pipeline will enable the efficient distribution of gas from the Gdańsk region to consumers in Poland and, in the future, will contribute to the development of the LNG market in the eastern part of Europe. It will also enhance the capacity of the Polish transmission system and increase the economic importance of this part of the Polish coast.

Local communities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM at the rate of 2% of the value of the transmission infrastructure section to be located in the territory of each municipality. This amount will be a regular contribution to the local budget which may be spent on community needs.

Project of Common Interest (PCI)

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

While implementing its investment projects GAZ-SYSTEM S.A. respects the rights of all interested stakeholders. We encourage you to send comments and questions concerning the project which has been granted the PCI using the Form for questions and comments concerning the implementation of projects with PCI status by GAZ- SYSTEM.

Public consultations

A series of public consultation meetings were held in September and October 2021 for each commune along the route of the proposed gas pipeline. 

Invitations to the meetings were sent both electronically and in printed form to the communes concerned, and through them to: village heads, local communities and owners of properties through which the project is to run.

The consultations were held in the form of one-on-one meetings with the residents (among other reasons due to epidemic restrictions), during which each participant could get to know the route of the planned gas pipeline and its course through their property. Representatives of the investor and the engineering company were also present and answered questions concerning, among other things, the safety of the infrastructure, compensation payments, legal basis for the project and timing of further works.

Within 7 days of the end of the consultations, each resident could express their reservations as to the route. 
 

Administrative decisions

Environmental decision:
  • On 30 March 2022, the Regional Director for Environmental Protection in Gdańsk issued the  environmental decision (WOO.420.21.2021.ADS.27) for project „Budowa gazociągu DN1000 MOP 8,4 MPa Gustorzyn – Wicko, część 1 odc. Gustorzyn – Gardeja”.
Location decision:
  • December 21, 2022. The Kujawsko-Pomorski Voivode issued the first decision (mark WIR.II.747.2.6.2022.DK) on establishing the location of the investment for the liquefied natural gas regasification terminal in Swinoujscie for the Gustorzyn - Gardeja gas pipeline.
  • On December 29, the Kuyavian-Pomeranian Voivode issued a second decision (mark WIR.II.747.2.7.2022.EP) on establishing the location of the investment for a liquefied natural gas regasification terminal in Swinoujscie for the Gustorzyn - Gardeja gas pipeline.
Construction permit decision:
  • July 5, 2023. The Kujawsko-Pomorski Governor granted the first construction permit (mark WIR.I.7840.12.6.2023.MB) for the Gustorzyn - Gardeja gas pipeline.
  • July 7, 2023. The Kujawsko-Pomorski Governor granted the second construction permit (mark WIR.I.7840.12.7.2023.MB) for the Gustorzyn - Gardeja gas pipeline.
  • July 12, 2023. The Kujawsko-Pomorski Governor granted the third - and final - construction permit (mark WIR.I.7840.12.5.2023.MB) for the Gustorzyn - Gardeja gas pipeline.

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of properties affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
