Project route and location:
The pipeline was routed through the Podkarpacie and Lesser Poland Voivodeships. Its route is cross the municipalities of: Sanok, Zarszyn, Haczów, Krosno, Korczyna, Krościenko Wyżne, Wojaszówka, Frysztak, Kołaczyce, Brzostek, Jodłowa, Pilzno, Skrzyszów.

Benefits

The Strachocina - Pogórska Wola gas pipeline is an important stage in the implementation of the Central European North-South Gas Corridor concept in Poland, which will enable bi-directional gas transmission along the north-south axis. It makes part of the southern branch of the planned route which extends towards the east.

This gas pipeline enable the transmission of gas to the Sub-Carpathian region and Slovakia through the planned Poland-Slovakia interconnection, and will create the possibility of supplying gas to Ukraine.

The project also enable the transmission of imported gas from Hermanowice to Pogórska Wola and further in the direction of Silesia, as well as the transmission of gas from the Strachocina UGS directly to the west. This will significantly reduce the operating costs of the transmission system by shortening the transport route for imported gas.

Local communities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM at the rate of 2% of the value of the transmission infrastructure to be located in the territory of each municipality. This amount will be a regular contribution to the local budget which may be spent on community needs.

Co-financing by the European Union

The project has been granted funding from the European Union under the Infrastructure and Environment Operational Programme 2014-2020.

The maximum amount of co-financing under the agreement was nearly 237 million Euro.

Project of Common Interest (PCI)

Administrative decisions

Environmental consultations
The Regional Director for Environmental Protection in Rzeszów published a notice of the commencement of proceedings for the issuance of a decision on environmental conditions in respect of a project consisting in “The construction of a high pressure gas pipeline DN 1000, MOP 8.4 MPa between Strachocina and Pogórska Wola”.

Environmental decision
On 5 July 2016, the Regional Director for Environmental Protection in Rzeszów issued the decision on environmental conditions in respect of a project consisting in the construction of the Strachocina – Pogórska Wola gas pipeline together with the infrastructure necessary for its operation (ref.:WOOŚ.4203.12.2015.AH.127).

On 9 September 2016, the decision on environmental conditions for the investment consisting in the construction of the Strachocina-Pogórska Wola gas pipeline together with the infrastructure necessary for its operation became final.

Decision on location
The location decisions for the Strachocina-Pogórska Wola gas pipeline were issued by the Lesser Poland Voivode (18.08.2016) and the Podkarpacie Voivode (28.09.2016).

Building permit decision
On 19.10.2016, the Lesser Poland Voivode issued a decision on the building permit for the pipeline section running through the Lesser Poland Voivodeship.

The Podkarpacie Voivode issued two building permits – separately for phase I and phase II of the investment. Both decisions were issued on 08.12.2016.
 

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments were guaranteed to the owners of the land affected by the project development.

The compensation payment process was carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert was commissioned to carry out an assessment, which is the basis for determining the amount of compensation.
