Goleniów – Lwówek

The new pipeline provide the capacity to off take incremental gas volumes from the Baltic Pipe offshore pipeline and the LNG Terminal in Świnoujście. The investment optimise the capacity of the Polish transmission system and constitute an important link of the North-South Gas Corridor in Europe.

Furthermore, the completion of the Baltic Pipe Project, of which this project makes part, strengthen Poland’s energy security. The construction of new transmission infrastructure also stimulate the development of the gas market and its competitiveness.

The municipalities where the gas pipeline was built will benefit significantly from the taxes to be paid annually by GAZ-SYSTEM.

The project was implemented on the basis of the provisions of the Act of 24 April 2009 on investments in regasification terminal for liquefied natural gas in Świnoujście (for consolidated text see Journal of Laws of 2021, item 1836).

The Baltic Pipe Project, of which the construction of the Goleniów-Lwówek gas pipeline makes part, is co-financed by the European Union under the Connecting Europe Facility (CEF).

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

Environmental consultations
On October 9, 2018, the Regional Director for Environmental Protection in Gorzów Wielkopolski announced the initiation of proceedings to issue a decision on environmental conditions for the construction of Goleniów-Lwówek DN 1000 gas pipeline.

Documentation was prepared for the project, including an application for an environmental decision and an EIA report.

On December 12, 2018, the Regional Director for Environmental Protection in Gorzów Wielkopolski notified all interested parties of the possibility to review the documentation of the case, and to submit comments and motions within 30 days.

Environmental decision
On February 4, 2019, the Regional Director of Environmental Protection in Gorzów Wielkopolski issued a decision on environmental conditions ref. no. WZŚ.420.140.2018.SL for the project named: “Construction of the Goleniów-Lwówek DN 1000 gas pipeline”.

This is the first environmental decision for the Baltic Pipe Project.

Location decision
Location decisions for the Construction of the Goleniów - Lwówek gas pipeline, DN1000 were issued by the Governors of Wielkopolskie and Zachodniopomorskie Voivodeships, respectively, on 15 May 2019 and on 17 May 2019.

On June 14, 2019, the Governor of Lubuskie Voivodeship issued two location decisions for the construction of Goleniów-Lwówek  DN1000 gas pipeline.

Building permits
On January 7, 2020, the Governor of Wielkopolskie Voivodeship issued the first building permit for the Goleniów - Lwówek DN1000 gas pipeline, Stage 2 Ciecierzyce - Goleniów, making part of the onshore section of the Baltic Pipe Project.

On January 21, 2020, the Governor of Zachodniopomorskie Voivodeship issued a building permit for Stage 1, i.e. the Goleniów - Ciecierzyce gas pipeline making part of the onshore section of the Baltic Pipe Project.

• Decision of the Governor of Zachodniopomorskie Voivodeship

On February 28, 2020, the Governor of Lubuskie Voivodeship issued a building permit for Stage 1, i.e. the Goleniów - Ciecierzyce gas pipeline, and Stage 2, i.e. the Ciecierzyce - Lwówek gas pipeline.

In 2018, GAZ-SYSTEM held a series of consultation meetings in the municipalities where the Goleniów-Lwówek gas pipeline was planned. The meetings were open to all interested parties. The purpose of the consultations was to provide information on the Baltic Pipe Project, including the planned gas pipeline Goleniów – Lwówek, and to prepare the local community for official environmental consultations. During the meetings, stakeholders were able to provide feedback and requests concerning the project to the Investor at the design stage, still before the application for the environmental decision was submitted.

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of properties affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
