Connection of the Czechnica CHP Plant

Basic parameters and description of the project:
  • high pressure gas pipeline,
  • diameter: 500/300 mm,
  • operating pressure: 8.4 MPa,
  • gas distribution station in Sulimów with a capacity of 200,000 m3/h
  • length of approx. 11.2 km to the gas distribution station at the Nowa Elektrociepłownia Czechnica, a CHP plant located in Siechnice.

Project status:
  • investment completed, on March 8, 2023 the pipeline was transferred to operation.

Project route and location:
The gas pipeline is located in the Lower Silesian Voivodeship. Its route cross the municipalities of: Oława, Domaniów and Siechnice. For the most part, the route of the planned gas pipeline run along existing gas infrastructure.

Benefits

The gas pipeline unleash the opportunity arising from access to gas delivered to the LNG terminal in Świnoujście and the Baltic Pipe route. Thanks to the application of modern technology, the National Power System will gain access to electricity from low-emission generating units which conform to the criterion of emission level significantly below 550 kg CO2/MWh, required by the European Union.

The commissioning of the GTCC units of the new gas-fired CHP plant, with a total thermal capacity of approximately 315 MWt, is planned for 2024, which means the possibility of decommissioning. the existing coal-fired CHP plant while ensuring the continuity and security of heat supply for the Siechnice municipality and the south-western part of Wrocław.
 
Indirectly, the project will contribute to the capacity increase in the operator's transmission system, thereby creating conditions for the development of a competitive natural gas market in Poland, and of companies operating in this sector.

The municipalities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM S.A. at the rate of 2% of the value of the pipeline section located in their territory. The owners of the properties to be crossed by the gas pipeline will receive compensation in this respect and will still be able to use their land.

Most importantly, the region will benefit from the switching of the Czechnica CHP plant from the currently used fuel based on burning coal and biomass to natural gas. The development of the new GTCC unit will significantly contribute to the reduction of harmful emissions that have a negative impact on the environment. Thanks to using gas-fired technology, air quality in the region will be noticeably improved, which will undoubtedly be beneficial for all local residents. Additional advantages for the residents include less truck traffic, as coal and biomass deliveries to the existing Czechnica CHP Plant will no longer take place. The problem of disposal of waste generated from the combustion of solid fuels will also be eliminated

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of properties affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
