Kędzierzyn-Koźle – Racibórz

Gas pipeline construction
Basic parameters and description of the project:
  • high pressure gas pipeline,
  • diameter: 1000 mm,
  • operating pressure: 8.4 MPa,
  • length: approx. 37 km.

Project status:
  • the design stage of the investment has been completed and a set of construction permit decisions has been obtained,  
  • On January 8, 2024, an agreement was concluded with the construction contractor,
  • preparation of the assembly and construction belt on the forest area in the Kędzierzyn Forest District was completed.

Project route and location:
The route of the gas pipeline will run through the territory of two provinces:
  • Opolskie, in the municipalities of Kędzierzyn-Koźle, Cisek and Bierawa
  • Silesian, in the municipalities of Rudnik, Pietrowice Wielkie and Racibórz.
In Raciborz, the pipeline will be connected to the Racibórz - Rybnik gas pipeline, which is Stage I of the Racibórz - Oświęcim gas pipeline.

During the meetings we will present information about the investment, its stages and timetable, occupation of property for the duration of construction and operation of the gas pipeline, compensation.

Benefits

Most importantly, the planned investment project will increase the region’s attractiveness by enabling access to gas transmission infrastructure and creating conditions for connecting new customers, specifically from the power sector, to the transmission network. The development of the transmission system will also significantly improve security of gas supply in southern Poland. The Kedzierzyn-Raciborz gas pipeline, due to its location, may in the future be used to connect the transmission systems of Poland and the Czech Republic.

Local communities will gain an important benefit of the revenue from the property tax to be paid annually by GAZ-SYSTEM S.A. at the rate of 2% of the value of the pipeline section located in the territory of a given commune. This will be a regular amount of money flowing into the budget, which can be allocated to the needs of local communities.

Administrative decisions

Environmental decision
November 8, 2016. The Regional Director of Environmental Protection in Katowice issued Decision No. WOOŚ.4231.3.2016.PS.14/MK1 on the environmental conditions of the investment, as amended by Decision No. WOOŚ.4231.1.2017.MK1.13 of July 10, 2017.

Decision establishing the location
Opolskie Voivodeship
June 23, 2017. Opolskie Voivode issued a decision marked: IN.I.747.4.2017.EA on establishing the location of the investment, amended and to the remaining extent upheld by the decision of MIiR marked DLI.1.6620.23.2017.SG.14 dated May 16, 2018.

Silesian Voivodeship
June 13, 2017. The Silesian Voivode issued decision sign: IFXIII.747.11.2017 No. 4/2017 on establishing the location of the investment amended twice consecutively by decisions of the Silesian Voivode sign:
- IFXIII.747.18.2017 dated December 13, 2017.  
- IFXIII.747.4.2019 dated May 20, 2019.  
August 21, 2017. The Silesian Governor issued a decision under the sign: IFXIII.747.14.2017 No. 5/2017 to establish the location of the investment.

Construction permit
Opolskie Voivodeship
October 31, 2017. The Opole Voivode issued a decision under the sign: IN.I7840.1.68.2017.SBW on the Construction Permit for the investment.

Silesian Voivodeship
December 29, 2017. The Silesian Voivode issued a decision, sign no. 116/17, sign: IFXV.7840.2.43.2017, on Permit for construction of an investment.

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
