TAR NC (Network Code on harmonised Transmission tariff structures for gas) is a code established by the European Union in the Commission Regulation (EU) 2017/460.

The purpose of the TAR NC is to harmonise the transmission tariff structures of Member States’ operators and to provide a tool for comparing transmission tariffs applied across the EU, while maintaining flexibility in the selection of the components of the reference price methodology, as appropriate for the maturity of the specific market and the complexity of the transmission network

In accordance with Article 29 of the NC Code, prior to the annual auction of yearly capacity products, GAZ-SYSTEM publishes information on reserve prices, multipliers and seasonal factors for short-term products, and on discounts for interruptible products.

Consultation of the methodology for the period 2025-2026

GAZ-SYSTEM extends the consultation of the methodology for the period 2025-2026
In accordance with ACER's recommendations on the Consultation document for the National Transmission System in fulfilment of Article 26 of the TAR NC (EU) 2017/460 published on 31 August 2023, GAZ-SYSTEM has updated the reference prices calculated on the basis of the CWD methodology which were presented Appendix No. 1 to the Consultation document for the National Transmission System. Change of the reference prices calculated on the basis of the CWD methodology is due to the update of distance between some entry and exit points of the high-methane E gas system.

In accordance with ACER's recommendations, GAZ-SYSTEM extended the consultations on the Methodology for determining reference prices for the period 2025-2026 for the National Transmission System.

Consultation of the methodology for the period 2023-2024

In response to the periodic consultation on the proposed reference price methodology for the National Transmission System for years 2023-2024 conducted by GAZ-SYSTEM, in fulfilment of Article 26 of the TAR NC, the following entities replied:

  • European Federation of Energy Traders (EFET),
  • Gas Storage Poland sp. z o.o,
  • PKN ORLEN S.A.,
  • PGNiG SA.


The responses received referred to the following aspects of the proposed reference price methodology:

  • Increasing the level of the discounts proposed for connection points with UGS facilities,
  • The proposed entry – exit split,
  • The application of 100 % discount for Entry points from biogas plants,
  • Implementing CWD methodology,
  • New non-transmission services ( gas pressure reduction and gas compression),
  • The length of the regulatory period in refer to Entry Exit split and stability on tariff rates,
  • The level of forecasted capacities being base for the indicative tariff rates calculation,
  • Extension of depreciation periods for fixed assets as a way to reduce the increase of the tariff rates resulting from increase of the revenue,
  • Lowering the level of the discount applied at the Entry point from LNG Terminal.

Please find below the responses received. In order to make the consultation process transparent and to render it more effective the responses are also published in English.

Consultation of the methodology for the period 2020-2022

On 29 March 2019, the President of the ERO approved the reference price methodology for the transmission network of Gas Transmission Operator GAZ-SYSTEM S.A. for the period from 1 January 2020 to 31 December 2022.

Under the aforementioned decision, GAZ-SYSTEM was obliged to:

  • carry out the consultations referred to in Article 26(1) of the Tariff Network Code concerning, inter alia, the reference price methodology, including the preparation of a consultation document, its publication and the publication of the responses received within the consultations process and their summary,
  • forward the consultation document to ACER (Agency for the Cooperation of Energy Regulators) according to Article 27(1) of the Tariff Network Code.

The obligation was imposed on GAZ-SYSTEM by the decision of the President of the Energy Regulatory Office of 16 July 2018, issued in accordance with the provisions of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas.

In accordance with the schedule adopted by GAZ-SYSTEM, the consultation process started at the end of August 2018 and was concluded on 31 October 2018. The content of the consultation document and its annexes is available below.

In response to the periodic consultations conducted by GAZ-SYSTEM, as required by Article 26 of the NC TAR, regarding the proposed reference price methodology, responses were received from the following entities:

  • Equinor ASA, Norway
  • Polskie Górnictwo Naftowe i Gazownictwo S.A.
  • Gas Storage Poland sp. z o.o.

The received responses concerned the following aspects related to the tariff calculation methodology proposed by GAZ-SYSTEM:

  • The level of proposed discounts for underground gas storage facilities;
  • The proposed entry-exit revenue split;
  • The possibility of introducing preferential transmission rates at the Polish-Ukrainian border.
Following the publication of the conclusions of the ACER analysis, according to Article 27(4) of the Tariff Network Code, the President of the ERO was required to take and publish, within 5 months from the end of the final consultation, i.e. by 31 March 2019, a motivated decision on the reference price methodology applicable to the GAZ-SYSTEM’s transmission network.

By virtue of the aforementioned decision, GAZ-SYSTEM is obliged to calculate the tariff for 2020 on the basis of the reference price methodology and to submit an application for its approval to the President of the ERO.

Having regard to the time schedule resulting from the deadlines set out in the Tariff Network Code, GAZ-SYSTEM is obliged to publish reserve prices calculated in accordance with the methodology approved by the regulatory authority no later than 30 days before the annual auction of yearly capacity which is held on the first Monday of July.
