GAZ-SYSTEM applies and participates in the creation of regulations and procedures designed to secure gas supply in Poland and across the European Union. Ensuring security in this respect is a priority task for GAZ-SYSTEM, both in day-to-day operations and in potential crisis situations.

Procedure to be followed in the event of a gas supply disruption

Operating procedure in the event of the occurrence of disruptions in the supply of natural gas and, in particular, in the event of the unexpected increase in consumption of natural gas by customers, the occurrence of disruptions in the deliveries of natural gas and the occurrence of an emergency situation in the facilities of the customer or the supplier.

The template of the Procedure includes instructions (marked in blue) indicating the information required in individual sections of the document. Please read the instructions carefully. In the final document this information should be deleted.

ENTSOG SoS

In 2010, the European Union adopted Regulation 994/2010 on security of gas supply.On October 25, 2017, a new regulation in this area entered into force: Regulation EU 2017/1938 of the European Parliament and of the Council of October 25, 2017 concerning measures to safeguard security of natural gas supply and repealing Regulation (EU) No. 994/2010 (SoS Regulation). The new rules ensure regional coordination and a common approach in choosing security of supply measures among EU member states.

The regulation also defines the role of ENTSOG in ensuring security of gas supply. In particular, ENTSOG simulates gas supply and is responsible for preparing scenarios of infrastructure disruptions.

The regulation also introduced the principle of solidarity for the first time. Member States will be obliged to help their neighbours in the event of a major gas supply crisis to avoid any possibility of disruption to European households.

ENTSOG (European Network of Transmission System Operators for Gas). Founded in 2009, the organisation aims to promote the development of the EU internal gas market, develop and implement network codes in the areas defined by Regulation 715/2009, regional investment plans and annual summer and winter supply outlooks. It also makes recommendations on the coordination of technical cooperation between EU and third party transmission system operators.

Procedure for the mobilisation of and accounting for mandatory stocks

The events which provide a legal basis for the procedure of mobilisation and accounting for mandatory stocks of natural gas are:


Conditions for the mobilisation of supplies from mandatory stocks.
  1. Threat to security of supply (Stockpiling Act)
    • occurrence of disruptions in the supply of natural gas
    • unpredictable increase in its consumption
    • sudden unexpected damage or destruction of equipment, facilities or networks
  2. Emergency crisis situation (according to SoS Regulation)
    • Activation of a non-market supply-side measure
    • Notification to the European Commission
  3. Consent of the Minister of Energy
