Consultation on changes to Terminal Code
Gas Transmission Operator GAZ-SYSTEM, acting as operator of the LNG Terminal in Swinoujscie, plans to amend the Instructions for Operation and Maintenance of Liquefied Natural Gas Facilities (hereinafter: Terminal Instructions).
The changes are planned in accordance with the update sheet below:
Reasons for changes
The existing Terminal Instruction of 2023 is binding for the currently executed Regasification Agreements. In connection with the final works on the second stage of the LNG Terminal expansion, resulting in the provision of new functionality services as well as in order to optimize the use of the Terminal's capacity, GAZ-SYSTEM will introduce the updated Terminal Instructions.
Scope and content of the changes
In place of the “Instructions for Operation and Maintenance of the Liquefied Natural Gas Facility located
in Świnoujście dated 20.10.2023” will be replaced by a new Terminal Instruction, supplemented with new services and functionalities. Provisions that, as a result of the expansion, will change for all agreements concluded with Terminal Users will be updated.
The previous Terminal Instructions will cease to be effective as of the effective date of the new Terminal Instructions.
The assumed effective date of the new Instructions is 11.11.2024.
All interested market participants, including Terminal Users, are invited to submit comments on the draft Terminal Instructions no later than 19.09.2024.
- Comments on the Terminal Instructions should be submitted to the email address zgloszenie@gaz-system.pl
- GAZ-SYSTEM will analyze the submitted comments and develop the final content of the Terminal Instructions.
- GAZ-SYSTEM reserves the right to amend or supplement the draft Terminal Instructions, as well as to possibly extend the consultation period.
- Any changes and additions will be announced on the Terminal website.

The draft Terminal Instructions released for consultation are of a working nature and subject to consultation. Changes will be introduced based on the information obtained during these consultations and as a result of further work on the draft Terminal Instructions conducted by GAZ-SYSTEM.
GAZ-SYSTEM undertakes to analyze all information obtained during the consultations with due diligence, but reserves the right to take into account some of the information and omit other information in further works on the Terminal Instructions, at its own discretion.
Results of consultations on amendments to the Terminal Instructions - draft dated 16.08.2024.
As a result of consultations from 18.08.2024 to 18.09.2024 on the draft Terminal Instructions and in accordance with the Energy Law, the Gas Transmission Operator GAZ-SYSTEM S.A, the owner and operator of the LNG Terminal in Swinoujscie, has developed a draft of the Instructions for Operation and Maintenance of the LNG Facility under the name “Instructions for Operation and Maintenance of the LNG Facility located in Swinoujscie dated 16.08.2024.” and then submitted the instructions for approval to the President of the Energy Regulatory Office.
As part of the consultation process carried out, an opportunity was created for all interested parties to familiarize themselves with the draft Terminal Instruction and submit comments to it.
All comments submitted to the draft Terminal Instructions were analyzed in detail with regard to the proposed amendments to this draft.
In view of the above, GAZ-SYSTEM hereby publishes the Terminal Instructions (draft instructions for operation and use of the liquefied natural gas facility submitted for approval to the President of the Energy Regulatory Office) together with information on the comments submitted and the manner in which they have been taken into account.

Gas Transmission Operator GAZ-SYSTEM S.A., owner and operator of the President Lech Kaczyński LNG Terminal, invites all interested parties to participate in consultations on the draft Terminal Instructions.
In accordance with the Energy Law, the Terminal Operator has developed a draft of the Terminal Instructions, which, as draft instructions for operation and use of the LNG facility, will be submitted for approval to the Chairman of the Energy Regulatory Office. In connection with the above, GAZ-SYSTEM S.A. is announcing public access to this draft and the opportunity to submit comments.
As a result of the above, GAZ-SYSTEM S.A. plans to amend the current Terminal Instructions in accordance with the update sheet below:
Reasons for changes
In connection with the obligations set forth in the Energy Law, GAZ-SYSTEM S.A. as the Terminal Operator has developed a draft of the new Terminal Instructions, which it intends to submit to the President of the Energy Regulatory Office for approval as a draft of the LNG Facility Operation and Maintenance Instructions. Once approved, the new Terminal Instructions will apply to all current and potential new Terminal Users.
Scope and content of the changes
In place of:
Terminal Instructions dated 31.10.2009, and
Terminal Instructions dated March 23, 2020, and
Terminal Instructions dated 02.12.2021,
new Terminal Instructions will be applied, uniform for all agreements with Terminal Users and for all potential new Terminal Users.
Upon approval of the new Terminal Instructions by the President of the Energy Regulatory Office, the previous Terminal Instructions will no longer be in effect as of the effective date of the new Terminal Instructions.
Planned effective date: Upon approval by the President of the Energy Regulatory Authority.
In accordance with the above update sheet, GAZ-SYSTEM S.A. is submitting for consultation the following draft of the LNG Facility Instructions: "Terminal Instructions - draft dated 25.04.2022".
We invite all interested parties to familiarize themselves with the subject draft of the Terminal Instruction.

As part of the consultation process carried out, an opportunity was created for system users to review the draft Terminal Instruction and submit comments on it, as well as for external entities without such status.
All comments on the draft Terminal Instruction submitted throughout the consultation process were analyzed in detail in terms of the proposed amendments to the draft Terminal Instruction, with a number of proposals and comments incorporated into the content of the Terminal Instruction.

The goal of the 2020 Open Season Procedure for the LNG Terminal was to conclude Regasification Contracts that would be subject to the new 2020 Terminal Code.
