Procedure for Offering the LNG Terminal on an Open Season Basis 2020

In 2020, Polskie LNG (now GAZ-SYSTEM) conducted market consultations on the 2020 LNG Terminal Open Season Procedure.

It enabled market participants to submit binding bids for the provision of regasification services and additional services provided by the President Lech Kaczyński LNG Terminal in Świnoujście.

Supplementary information with regard to the 2020 Open Season procedure

Polskie LNG S.A. (currently GAZ-SYSTEM), responding to the need to provide potential Terminal users with complete information for the purposes of calculating tariff rates for services provided as part of the Basic Regasification Service, Additional Services and the Transitional Service , presents a tariff calculator based on revised assumptions and data presently held by Polskie LNG S.A. (currently GAZ-SYSTEM).

The presentation of the new tariff calculator does not imply an amendment to Appendix No. 5 to the 2020 Open Season Procedure for the LNG Terminal. The publication of the calculator is for information purposes only and does not require the User interested in submitting a tender to make any changes thereto, in particular any recalculation of the bank guarantee amount.

The amount of the bank guarantee should still be determined on the basis of indicative tariff rates for the use of the Basic Regasification Service, Additional Services and the Transitional Service set out in the tariff calculator published on the starting date of the 2020 Open Season Procedure the LNG Terminal, i.e. on 23 March 2020, which constitutes Appendix No. 5 to the Procedure.

Please note again that the tariffs presented by Polskie LNG S.A. (currently GAZ-SYSTEM) in the newly published calculator as well as in Appendix No. 5, applicable to services provided under the Basic Regasification Service, Additional Services or Transitional Services are indicative and serve only for estimating the expected fees for access to Terminal capacity.

Updated schedule of the 2020 Open Season procedure for the LNG Terminal - 2

According to section 9.3 of 2020 Open Season Procedure for the LNG Terminal, Polskie LNG S.A. (currently GAZ-SYSTEM) has revised the schedule of the procedure by extending the deadlines for submitting tenders (until 21 May) and, consequently, postponed the date of announcing the results (22 May) and of signing regasification contracts (29 May).

In view of the revision of the schedule, Polskie LNG S.A. (currently GAZ-SYSTEM) made the appropriate changes to the Rules for the 2020 Open Season Procedure for the LNG Terminal and to Appendix No. 3 to the Procedure – Form of Bank Guarantee. At the same time, the TENDER FORM which the Party to the Procedure was required to submit by the date specified in the Schedule, has been clarified.

With regard to SUPPLEMENTARY DOCUMENTS, Polskie LNG S.A. (currently GAZ-SYSTEM) informed about the publication of annexes to the draft TERMINAL CODE .

Updated schedule of the 2020 Open Season procedure for the LNG Terminal

According to section 9.3 of 2020 Open Season Procedure for the LNG Terminal, Polskie LNG S.A. (currently GAZ-SYSTEM) has revised the schedule of the procedure by extending the deadlines for submitting tenders (until 11 May) and postponed the date of announcing the results (to 15 May) and of signing regasification contracts (to 22 May).

Moreover, Polskie LNG S.A. (currently GAZ-SYSTEM) made several additional amendments to the contents of the 2020 Open Season Procedure for the LNG Terminal, the Regasification Agreement and the appendices to those documents in order to clarify the provisions thereof.

In particular, this concerns provisions relating to the bank guarantee that the Party to the Procedure is obliged to submit when submitting its Tender and maintain during the performance of the Regasification Agreement.

Procedure for making Teminal LNG 2020 available

Polskie LNG S.A., owner and operator of the President Lech Kaczynski LNG Terminal, announces the launch of the 2020 Procedure for Offering an LNG Terminal on an Open Season Basis, which allows market participants to submit binding bids for the provision of regasification services and additional services.

The purpose of the 2020 Procedure for Offering an LNG Terminal on an Open Season Basis is to conclude Regasification Agreements in connection with the Terminal Expansion Program on market, equal and transparent terms for all interested participants of the gas fuel market.

The 2020 Procedure for Offering an LNG Terminal on an Open Season Basis will result in an allocation of services that ensures:

  • maximization of revenues generated by Polskie LNG, which promotes efficient investment in LNG infrastructure;
  • creating a mechanism for the highest and safest use of the available LNG infrastructure;
  • Increasing the liquidity of the gas fuel market and the development of competition.
  • The rules of participation in the Procedure are described in the "Rules of Procedure for the Procedure for Offering an LNG Terminal in Swinoujscie 2020".


REGISTRATION

Between March 23 and March 30 by 5:00 p.m., Market Participants interested in participating in the Procedure will submit to Polskie LNG a properly completed Registration Form together with the documents referred to in item. 4.1.2 of the Regulations, in writing to the address: Al. OFFER

By April 20, 2020, 5:00 p.m., Participants will submit an Offer to Polskie LNG using the form available on Polskie LNG's website. Consultation on the Rules of Procedure for Offering an LNG Terminal on an Open Season Basis 2020

Polskie LNG S.A., the owner and operator of the President Lech Kaczyński LNG Terminal, plans to conduct the 2020 Procedure for Offering an LNG Terminal on an Open Season Basis, which enables the collection of bids for the provision of regasification services and additional services.

The purpose of the 2020 Procedure for Offering an LNG Terminal on an Open Season Basis will be to conclude Regasification Agreements in connection with the Terminal Expansion Program on market, equal and transparent terms for all interested participants in the gas fuel market. The 2020 Procedure for Offering an LNG Terminal on an Open Season Basis will result in an allocation of services that ensures:

  • maximization of revenues generated by Polskie LNG, which promotes efficient investment in LNG infrastructure;
  • creating a mechanism for the highest and safest use of the available LNG infrastructure;

  • Polskie LNG S.A. submits for consultation with market participants interested in the LNG Terminal Expansion Program the draft "Rules of Procedure for the Opening of the LNG Terminal in Swinoujscie 2020".


All interested market participants, are invited to submit their comments and remarks on both the Bylaws and the entire procedure, no later than March 12, 2020, 17:00 (CET).

As part of the market consultation, market participants may send written comments and questions on the 2020 Procedure for Offering an LNG Terminal in Swinoujscie to Polskie LNG S.A..

Upon completion of the consultation stage, Polskie LNG S.A. will conduct an assessment and summarize the comments collected during the consultation, and revise the Bylaws of the Procedure for Offering an LNG Terminal in Swinoujscie on an Open Season Basis 2020 accordingly.
