Registration of market participants in the energy products trading market on the wholesale energy market required by REMIT

Photo of the article In accordance with the Implementing Regulation to the REMIT adopted by the European Commission On December 17, 2014, , i.e. Commission Regulation No. 1348/2014 on the transfer of data, implementing Article 8, paragraphs 2 and 6 of the Regulation of the European Parliament and of the Council (EU) No. 1227/2011 on the integrity and transparency of wholesale energy market (hereinafter: the REMIT), participants in the wholesale markets in electricity and natural gas are obligated to provide the Agency for Cooperation of Energy Regulators (ACER) with detailed data on inter alia: conclusion, implementation and changes in standard and non-standard contracts for gas transmission (primary and secondary bandwidth allocations in the course of the Operator’s activity).

GAZ-SYSTEM S.A. reminds and informs you that each market participant before concluding a transaction which is subject to notification to ACER, according to their reporting duty, is required to register with the Central Register of European Market Participants (CEREMP) formed by the NRA, and maintained by the Agency for Cooperation of Energy Regulators (ACER). This is an online database that will collect registration data of all market participants and players. Details on registration can be found on the website of the National Regulatory Authority. In case of the  Polish energy market it is Energy Regulatory Office: http://www.ure.gov.pl/pl/remit/faq-remit?page=0.

The obligation to register in the register of market participants and players involves completing and filing an electronic application registration form. For this purpose on the websites of the National Regulatory Authorities  they created a special bookmark titled "REMIT", and here you may find "REMIT Registration", with which you can be automatically redirected to the register of market participants and players. Registration in Poland began on March 17, 2015. The registration process will provide all registered market participants and players with a unique identifier, called ‘ACER code’, enabling the identification of the entity performing trading on one of the wholesale markets for energy products.

The registration deadline is associated with the responsibility of reporting, as defined in the Implementing Regulation No. 1348/2014. Obligation for market participants to report to ACER the transmission contracts concluded with GAZ-SYSTEM SA will take effect on April 7, 2016, whereas the company GAZ-SYSTEM S.A. has an obligation to report all transactions which were concluded for three (3) months before the above-mentioned date.

Until the entry into force of the obligation to report, all market participants and players must be registered with the CEREMP and have the ACER code.

GAZ-SYSTEM SA as the Transmission System Operator shall be subject to the reporting obligations with regard to:
-    master data (nominations, re-nominations and allocations)
-    commercial data (all contracts for transmission and allocations of capacity / capability concluded with market participants/players, including as a result of capacity allocation carried out via the auction platform GAZ-SYSTEM Auctions).

To fulfil this obligation, it is necessary to identify market participants/players with a unique ACER code, awarded to an organization individually during the registration process. Taking into account the above described situation, GAZ-SYSTEM S.A. hereby informs on making registration in CEREMP and kindly request to send information about received ACER code by mail to our address as follows:
