Based on the outcome of the results of Market Demand AssessmentReport assessing the non-binding demand for incremental capacity conducted from 1 July until 26 August 2019, where demand indication was submitted for incremental capacity at the GCP GAZ-SYSTEM/ONTRAS exit point which exceeds the currently available capacity towards Germany, GAZ-SYSTEM and ONTRAS have begun the design phase pursuant to art. 27 of the Commission Regulation (EU) 2017/459 of 16 March 2017 establishing a network code on capacity allocation mechanisms in gas transmission systems and repealing Regulation (EU) No 984/2013.
As a result of technical and economic analyses both TSOs prepared the draft project proposal on the incremental capacity project on the border between Poland (E-Gas Transmission System) - Germany (Trading Hub Europe).
The joint consultation document including a description of the incremental capacity project at GCP GAZ-SYSTEM/ONTRAS, cost estimate, provisional timelines, capacity planned to be offered for a bundled offer level together with general terms and condition of participation in and access to capacity under annual yearly auction in July 2021 are available under consultation tab.
Poland TGPS - Germany (Trading Hub Europe)
As part of the analogous process of assessing demand for incremental capacity between the Polish section of the Yamal-Europe Transit Gas Pipeline System (TGPS) and Germany (Trading Hub Europe), GASCADE received a request for an increase of available freely allocable capacity (FZK) on the German side of the Malnow entry point.
Therefore, GASCADE has carried out the necessary technical analyses to develop a project of incremental capacity for the Mallnow interconnection point, including changes in the German transmission system resulting from the planned merger of NCG and Gaspool market areas into one Trading Hub Europe (THE). The result of these analyses has been included in the project proposal submitted for consultation.
Due to the fact that GAZ-SYSTEM ISO has received no non-binding demand for incremental capacity, and the technical capacity at the Mallnow point on the Polish side is sufficient to ensure transmission towards Germany, there was no need for launching technical analyses on the Polish side and GAZ-SYSTEM ISO did not carry out any additional technical and financial analyses related to the potential expansion of the transmission system.
The joint consultation document including a description of the incremental capacity project at Mallnow IP together with general terms and condition of participation in and access to capacity during annual yearly auction in July 2021 are available under consultation tab.
Interested network users are asked to send comments on both incremental capacity project proposals, to the e-mail address incremental@gaz-system.pl until 10 September 2020.
After the consultation, according to NC CAM, the operators plan to submit applications to the national regulatory authorities for coordinated approvals of both projects.
