GAZ-SYSTEM adopts new provision of the general terms and conditions of the transmission contract

The newly adopted provision of the General Terms and Conditions of the Transmission Contract (GTC) will enter into force on 1st February 2025.

Reason for introducing changes to the GTC is to align them to the content of the decision of the President of the Energy Regulatory Office dated 8th November 2024 No. DRR.WRG.745.5.2024.Iwa introducing the new content of the Neutrality Mechanism, which will come into effect on 1st February, 2025. The Neutrality Mechanism governs the rules applicable to financial security of transmission contracts. The content of the draft Neutrality Mechanism was consulted with market participants in August - September 2024; no comments regarding financial security solutions to be incorporated in the GTC have been received in the consultation process. 

The new GTC do not provide for increased thresholds of financial security required. The most significant change pertains to the application of Marginal Buy Price (KCK) and Marginal Sell Price (KCS) for estimating imbalance costs on a given gas day in the algorithm for calculating financial security (replacing the monthly average balance settlement price CSRB for the previous month). That change will allow the amount of financial security on account of imbalance on a given gas day to be determined more precisely. In addition, new provisions for dealing with potential IT security incidents are introduced to enhance data exchange protection.
